This section identifies many of the associates with whom Mr. Embley has worked over the years in the provision of human resource, leadership and organizational development products and services. It identifies some of the clients he has had the opportunity to serve. It also provides references and testimonials from associates and from clients. Associates

Cass Bettinger (Chief Administrative Officer, Author and Consultant)
Connie Bettinger (Consultant)

Mr. Embley's association with the Bettingers began more than 20 years ago at Commercial Security Bank (purchased by KeyBank in 1991).

For many years, Cass provided community banks with consulting services. Cass also authored the book High Performance in the 90's. Today, Cass is the Chief Administrative Officer for First National Bank Corporation, a $7 billion financial services holding company.

Connie heads Bettinger & Associates, Inc., a consulting company that provides corporate culture and 360 degree leadership development services.

Over the years, the Bettingers have referred numerous financial institutions to Mr. Embley for job description, performance management, and other leadership and organizational development products and services.



Jill Carter (Consultant)

Mr. Embley's association with Ms. Carter began in 1993. Our client was the American National Bank located in Terrell, Texas. Our challenge was to design and implement a performance management and base pay/compensation program for the bank. Ms. Carter completed this assignment and later a similar assignment with Geneva State Bank located in Geneva, Nebraska.

Additionally, Ms. Carter was instrumental in creating the opportunity for Mr. Embley's involvement with the University of Utah, the Center for Public Policy and Administration (CPPA) and the state of Utah's Certified Public Manager leadership development program (1993 - 1997).

Base pay, incentive, or other styles and types of compensation-related program development work is done in conjunction with or referred directly to Ms. Carter.



Sara McCormick (Research Associate, Center for Public Policy and Administration)

Mr. Embley met Ms. McCormick when she was hired to work for the University of Utah and the CPPA. Together, they have worked on numerous projects to include the development of the Diabetes in Utah Coalition Strategic Plan and in the provision of customer service training for the Utah Judicial Institute.



Tina Moerer (HR Business Leader, Washington Mutual Bank)

Mr. Embley's association with Ms. Moerer began in 1984. Ms. Moerer partnered with Mr. Embley in the development of a Behavioral Observations Scale (BOS) performance management program for Commercial Security Bank (purchased by KeyBank in 1991). For several years, Ms. Moerer and Mr. Embley worked to provide employees at the bank with numerous human resource products and services.

Currently, Ms. Moerer is the HR Business Leader for the Corporate Services Group at Washington Mutual Bank in Seattle, Washington. In this role, she leads a team of HR professionals who provide the direct client human resource services for approximately 4,000 employees in Information Technology, Finance, Enterprise Risk Management, Human Resources, Credit Administration, Legal, Corporate Relations, and Corporate Development. Ms. Moerer states:

"Ken is a talented HR professional who utilizes proven, successful consulting steps including clear contracting, data collection, diagnosis and execution of recommendation actions."



Rick Webber (Consultant)

Mr. Webber worked with Mr. Embley on a consulting assignment for the Utah Department of Corrections (UDC). The consulting assignment was to provide organizational development services. The services included, but were not limited to, consultation, coaching, team-training, facilitation, problem-solving and feedback. The goal of the project was to assist UDC personnel in the development of critical organizational development skills and abilities and techniques related to what was known as the "Empowerment Project" at the UDC.

Richard C. Webber Associates LLC is a consulting firm in business to provide public safety, law enforcement and expert witness testimony services. Additionally, Mr. Webber is a FBI Academy Supervisor Special Agent and as such, he works with law enforcement executives from across the country and throughout the world. Mr. Embley provides The Layton Companies with leadership and organizational development consultation and training products and services. This includes, but is not limited to, continuous needs assessment, the development of tailored leadership development programs and curriculum for the Craft Leadership Training Program, conflict management interventions, and the creation and implementation of a customer service intervention designed to improve the provision of service throughout the company.

First Citizens National Bank - The contact person is:

  • Cynthia Pazzaglia, Human Resource Director

Mr. Embley partnered with Ms. Pazzaglia and other personnel to design, develop and implement a job description program to support recruiting, selection, compensation, career development and performance management programs. The work included formatting and writing all nonexempt and exempt job descriptions for the bank.

The partnership also called for the design, development and implementation of a performance management program. This included all nonexempt and exempt positions in the bank. Pinpoints were developed for all positions and formatted into performance planning documents. Supervisors and managers were given instruction in the administration of a performance management program and in how to coach and develop employees.



First National Bank of Pennsylvania - The contact person is:

Mr. Embley partnered with Mr. Merrill and other personnel to design, develop and implement a job description program to support recruiting, selection, compensation, career development and performance management programs. The work included formatting and writing all nonexempt and exempt job descriptions for the bank.



Clients - CPPA Projects

Brigham City, Utah - The contact persons are:

The CPPA contract was to develop and conduct leadership training workshops for city managers and supervisors. The primary subject matter of the leadership workshops was coaching. The goal was to ensure that the managers and supervisors have the skills, abilities and interests to coach and develop those who report to them on the job and to help ensure the successful implementation of a new performance management program.

Division of Parks & Recreation, Department of Natural Resources, State of Utah - The contact person is:

The CPPA contract was to facilitate and participate as a member of the Career Development Team. The team was chartered to develop a plan to create and guide employee recruitment, training and development programs. The challenge was to define the mission, visions, goals, objectives and strategies for the program, develop the program and prepare methods for program implementation. The team developed the plan based on data relating to employee and department needs, the models of similar programs from other land management agencies, and from current research based on employee development.

The CPPA service consists of the facilitation, documentation and resolution of conflict that existed between and among key employees. The conflict interventions required the identification of goals, the development of ground rules, the facilitation of open discussion to get all the issues involved out and "on the table," identification of the conflicts and related causes, creation of solution strategies, obtaining commitment to the solution strategies, and then following up to ensure the resolution of conflict.



Stokes Nature Center - The contact person is:

The CPPA is proud to announce an affiliation with the Allen & Alice Stokes Nature Center, a nature education facility located one mile into Logan Canyon. The nature of the affiliation is the opportunity to partner with SNC stakeholders in the development of a strategic plan.

The mission of the SNC is to provide opportunities for students of all ages to explore, learn about, and develop appreciation and stewardship for our natural world.

Utah Department of Health, Diabetes Prevention and Control Program - The contact person is:

The CPPA contract is to provide coalition management training and also to develop and implement a strategic plan for the Diabetes in Utah Coalition. The goal of the training is to increase the effectiveness of managing the coalition. The goal of the strategic plan is to advance the prevention and control of diabetes and its complications, improve access to and the quality of diabetes services and care, and to eliminate disparities between population groups.

This project effectively created the Diabetes in Utah Coalition, a coalition of diabetes stakeholders who work in partnership to improve the quality of life of all Utahns at risk for or affected by the disease. The coalition is composed of Utahns who have an interest in diabetes. This very diverse coalition consists of representatives from academia, community health centers, community representatives with diabetes, ethnic representatives, pharmacies, professional organizations, public and private health plans, self-management education programs, hospitals, state and local agencies, voluntary organizations, and others who are at risk for or affected by the disease.

The strategic plan summarizes areas in which collaborative efforts could improve the quality of life of those at risk for or affected by diabetes. The Diabetes in Utah Coalition relies on the voluntary efforts of coalition members who perform many of the activities required to achieve the coalition's goals and objectives. In addition to volunteers, the coalition partners with significant organizations such as the Utah Diabetes Prevention and Control Program, the American Diabetes Association and HealthInsight for support to complete its mission.
