This section describes the role of Ken Embley & Associates, Inc. in the provision of leadership and organizational development products and services to for-profit, private organizations.

This section also describes the relationship Mr. Embley has with the University of Utah and the Center for Public Policy and Administration (CPPA) in the provision of leadership and organizational development products and services to nonprofit and public organizations.



Ken Embley & Associates, Inc.

Leadership and organizational development service opportunities and the opportunity to work with many associates created the need for Ken Embley & Associates, Inc. In addition, there is an ethical, moral, and legal obligation to separate for-profit, private organization consulting opportunities from nonprofit and public organization consulting opportunities. Ken Embley & Associates, Inc. provides the means to successfully separate these two types of consulting opportunities.

Ken Embley & Associates, Inc., is structured to provide leadership and organizational development products and services to for-profit, private organizations.



Mr. Embley's Relationship with the University of Utah and the Center for Public Policy and Administration (CPPA)

Mr. Embley has an employment contract with the University of Utah. His role is to assist in achieving the outreach mission of the University through the provision of leadership and organizational development products and services to nonprofit and public organizations. Leadership and organizational development partnerships with nonprofit and public organizations are managed through the Office of Sponsored Projects at the University of Utah and in accordance with applicable policies, procedures and practices. Specifically, Mr. Embley's employment contract is with the Center for Public Policy and Administration (CPPA). The CPPA is within the College of Social and Behavioral Science. Mr. Embley has an office at the CPPA. At times, he conducts Ken Embley & Associate, Inc. business at the University of Utah, uses University of Utah equipment and other support items but does so in accordance with University of Utah rules, policies and procedures. Any expenses incurred by the University of Utah in behalf of Ken Embley & Associates, Inc. are fully accounted for and reimbursed in accordance with established policies and practices.

The CPPA is structured to provide leadership and organizational development products and services to nonprofit and public organizations.



The Center for Public Policy and Administration

The mission of the CPPA is to develop leaders who will guide public and nonprofit organizations with knowledge, skill and balance; and produce research, education and services that strengthen public policy.

The CPPA values:

  • Excellence in public affairs education as manifested through academic freedom, a nationally ranked degree program, objective research, and effective training for the benefit of the public.
  • The advancement of ethical governance.
  • An effective merger between theory and its application.
  • The development of relationships for the purpose of promoting public dialogue and advancing the mission of the Center and the University.
  • Research that contributes useful information to public policymakers, administrators, and interested citizens.
  • A supportive work environment that is ethical, open, inclusive, respectful of diversity, and encourages personal development.
  • Fiscal responsibility within the scope of the financial and human resources available.

The success of CPPA in realizing its mission drives from an ability to:

  • evaluate existing policies and conduct research that is useful to public policymakers, administrators, and interested citizens;
  • convene symposia and workshops that help define the nature of public problems, and identify and evaluate alternative solutions;
  • provide training and development programs that are tailored to meet specific academic, organizational, and leadership development needs;
  • enhance the skills of officials in planning and land use regulation to ensure an effective planning process;
  • administer education programs in public policy and administration; and
  • facilitate and coordinate interdepartmental and interdisciplinary activities with faculty and students.



The Center is a resource for public administration education.

  • Masters of Public Administration - The interdisciplinary degree builds professional knowledge and operating competence for the experienced public administrator or the student seeking a career as a manager in public or nonprofit organizations.
  • Undergraduate Certificate in Public Administration - This certificate program is for students working toward their undergraduate degree who have an interest in public administration.

The Center is a resource for training.

  • The Local Government Land Use Education Program is designed to assist in the orientation and instruction of local officials and citizen planners who must confront issues and make important decisions but who may not have experience or formal education in land use planning and regulation. The Center publishes the resource manual, Land Use Planning and Regulation in Utah. The Center provides assistance in organizing training sessions and in identifying qualified local discussion leaders for a variety of subjects in local government planning administration.
  • ULEAD is an acronym that stands for the University Leadership Education And Development program. ULEAD provides outreach programs that are tailored to meet the specific organizational and leadership development needs of public and nonprofit organizations.



The Center is a resource for research and technical assistance.

  • Local Government Finance - The Center collects financial data from counties, municipalities, and special districts. These revenues, expenditures, and debt data are available in computerized format facilitating analysis of government operations.
  • Applied Research - A key focus of the Center is conducting applied research that is useful to public policymakers and interested citizens as they confront pressing problems of public interest. Recent research has focused on social welfare issues and planning.
  • Center for Mine Land Redevelopment (CMLR) - The mission is to assist public and private interests with planning for post mining uses that will benefit local economies and assure a quality environment. Partners in this endeavor include the Utah Engineering Experiment Station, College of Mines and Earth Science, The Wallace Stegner Center for Land, Resources and the Environment, and the Bureau of Economic and Business Research.
